There is so much satilitte imagery around that any potential foe could run
up their own map very quickly.

I don't know how this process works in practice, but my understanding is
that Digital Globe often provides pre-/post-disaster imagery for free.
(Digital Global already makes some of their imagery available for OSM, and
previously often supplied images for other humanitarian campaigns.)
