You should be okay with installing the latest version now and still
upgrading later. However there can be problems that happen when doing the
upgrade from ubuntu 6.06 to 7.04, sometimes (most of the time) it works
great, sometimes it doesn't. You may need to re-install HPLIP after the
upgrade.

If you don't have hplip installed then you can't run hp-check. And the cd
command is cd .. not cd.. ;)
Can you send the install log file? It will look something like
hplip-install_.log
