I was wondering if the README.rst could be changed to fix this but as you
said it appears to be a gitlab bug.
Perhaps you could add a short note at the beginning of README.rst to make
people aware of the bug and the workaround?

I've made python-hwloc available to install through pip. It's a source
distribution, so development packages have to be installed first. I have
given instructions for Fedora 26 an 27 and Debian9 in the README.rst file
in the source tree.
