For me it works for urxvt but not for Iceweasel (ver 10.0.3) i. e. after
i3-msg workspace 6 ; i3-msg exec iceweasel ; i3-msg workspace 2
iceweasel appears on workspace 2.
Sorry for jumping in the middle of topic but I would be really interested
to find out how to force Iceweasel to behave.
The problem with gimp is that it waits until its splash screen is actually
showing (getting mapped on the screen) before it continues loading…
You should report this as a problem at gimp if you need this functionality :).

Before I enable i3 debugging and submitting a bug for this I thought

Whenever I restart i3 (after a config change for example) I lose the
window borders around urxvt and if I have Gimp open the floating
windows lose all borders and become stuck to the top left corner of
