In addition to all of the other suggestions.  Check which terminal type you are emulating.  Some of the emulators allow you to specify older terminal types that do NOT have numerics.  Also check what the terminal type is on screen 0 of ISPF.  Maybe you are defaulting to one of the 3277 types or
