Firefox is sending the URL to mozzilla and filtering. It completely
blocked some sites I visit so I stopped using it. Probably blocking
some URLs in the web site. Might check for something to turn that
off.

started before any security system was started, RACF, ACF2, or TSS , so
no owner defined by security is associated with these address spaces ?

My point originally was the development teams do not sit down with the
documentation and go through it from scratch. The testers have a test
suite called "installation tests", they just press a button.
You do not want the development teams to do this work because they know too
