I think JES2 can be customized to use seven digit numbers for the job number.
On my site, the jobs numbers look like J1234567. That is, you cannot prevent
the collision in job numbers, but you can lessen the frequency.

set is generally readable (UACC=READ?).
It is not clear what data set you are referring to. I believe the hashed
password is stored in SYS1.RACF, which should be UACC=NONE. I suppose I should
watch the video.

MVS Programming: Authorized Assembler Services Reference, Volume 4, describes
the VSMLIST macro. One of the functions that you can request is The ranges of
private area that are unallocated.'
I have never used this macro, but think it will do what you ask.
We can submit 'Request For Enhancements' to IBM using it's developerworks site.
You can submit a request to IBM and then other users may vote for it. The more
votes a request gets, the more likely it will be that IBM implements the
suggestion.
