That's true ZAAP and Java workloads can be run on ZIIP meeting the below..
The zAAP on zIIP capability is not available if z/OS is in an LPAR and
zAAPs are installed on the machine.
zIIP to CP ratio of no more than 1:1; the number of zIIPs cannot exceed the
number of CPs.
z/OS V1.11 and

The operating system runs on the underlying logical and physical hardware. So
if I have z/VM running in an LPAR that has only IFLs assigned logically to it,
z/OS will not be able to run. If I have a mix of IFLs and CPs in the LPAR,
