PDSMAN does allow member name masking. So since you've gotten rid of PDSMAN,
that is the issue.
IEBCOPY is working as designed.

GDG's are for sequential files. You can make a backup of a VSAM to a sequential
GDG though.
To create a new gen you should be using PROD.CVSC.AHI.BKP(+1)

Is the library authorized that the exits on it? Make sure it is the APF list.
