This might occur because:
- Your shop has a storage software product (e.g. Mainview SRM) which
adjusts allocations automatically.
- Your shop has ALLOCATION Exits (The ISPF Allocation Exit is the not
the same as the TSO/Batch Allocation Exit).

This might occur because:
- Your shop has a storage software product (e.g. Mainview SRM) which

No, TSO ALLOC only allocates the dataset. correct the parameters and you should 
be fine.

I wonder why space is being released with the TSO ALLOC command in the first 
place, this ALLOC command does not do this by itself. 
It must be defined somewhere in the mgmtclas definitions and/or ACS routines.

The BLOCK and CYL keywords are mutually exclusive, and since BLOCK was 
specified last it overrides CYL. The command is requesting space for 9 blocks 
of size 27951, or about 4.5 tracks, plus 100 directory blocks, a little over 2 
tracks, so I would expect it to get 7 tracks. If you use BLKSIZE instead of 
BLOCKS you will get the 9 cylinders.
