I think that you need to look at the SMS constructs assigned to the
catalog when it was being allocated without your OBJECT

After reading it several times, my impression is that the 'volumes specified by
the caller' are the volume the catalog resides on now. Apparently the catalog
is deleted and defined and thereby given the 'guaranteed space

So the file SYS1.ZWA6PWG.BKUP is from an EXPORT INTO TEMP
to IMPORT it.

From the manual: If you select OUTDATASET, the VSAM data set you
identify is dynamically allocated.
So I think you're getting interference from your SMS routines. You may
