This is a [ optional ] module which contains a table of various options for
ISPF. You use ISPF Configuration utility

It is fully possible that an application searches only a specific DD for a
module.
Being in the LNKLST works if that is the first thing searched.

If it's not in LPA list then something is loading it. Could be a command in
PARMlib or a startup command in tuning software.

Does ISPLLIB count as a task lib, which would be ahead of STEPLIB?
