Having a side business as a VAR, I called my licensing rep about this
and they said it was fine to install IMail on 2003 Server Web Edition.
I subsequently sold a copy to my "day job" employer. :)

get classified as spam. Typically we would whitelist
an email address, but this one is fairly generic and tends to recieve a lot of
spam so I want inbound messages to still get filtered.

Huh? $45000 for 80 employees? Do you mean 800
employees or $4500 dollars? CDW (and they're not the cheapest, mind
you)hasRETAIL copies of Office 2003 Pro for $469.00. For 80
employees, that would only cost $37,520. That's $7500 savings!
