As far as I know, they're not - however the important stuff is all taken
care of by the makefile and windows configure scripts as long as you use
--enable-snapshot-build when compiling. That includes detecting a pecl
folder (for pecl extensions) detecting the php_build (windows libraries)

The attached patch allows to declare internal classes, functions and
constants in namesaces and create aliases for classes and functions.
I'm going to commit it on next week in case of no objections.
The second patch (for ext/soap) is just a prove of concept and I'm not
going to commit it
