I use -S 0xC0 for voice priority. Also, 70Mbs is likely an unrealistic
voice rate. A voice call uses ~200 byte payloads at ~8K. Instead of
oversubscribing maybe just measure end/end latency and see if the
distribution shifts when the priority is applied. with iperf 2.0.9 you
