Thanks for the comments. I  have pushed an addendum addressing your comments on 
RB. for branch-2.1 the current patch does not work as the code base is 
different. Will prepare one and upload here before committing.

Thanks all for the comments. I missed them. [~huaxiang] - your suggestion makes 
sense. 
Seeing the latest trunk code. I plan to make this patch better by calling the 
roundRobinAssignment of LB but removing the parent region's target server. 
Doing that will ensure that the round robin works correctly and also it is 
handled by the LB.

Thanks [~ram_krish] for the patch. I looked at the patch, looks good to me. One 
minor improvement, with the current one, let's say there are two repilcas, so 
for the daughter1 and daughter2's replica region, they are always assigned to 
the same rs. Can the second

be removed? With a big cluster, all daughter regions will be assigned to 4 
rses. A little  better idea, given a random startServerIdx so all split will be 
assigned to random region servers.

serverIdx = Random.(0, severSize); serverIndex = (serverIndex + 1) % severSize.

Previously there was only one call inside the if block. Now there are several 
lines of code which are similar for both daughter regions.
Please consider extracting such code into a method.

Initial patch. Just doing a round robin when there is a split to assign the 
daughter regions. Probably still there are some corner cases.
