John, I can definitely replicate your problem using IE7 and JAWS 8 demo. However, it is not necessarily a JAWS issue, as maybe the sponsored links were programmed such that two onmouseover events may be used and therefore JAWS is seeing that. If you can, try it with another screen reader or
