This Speech is speech recognition software, if I understand it correctly. You need to have it installed. (I seem to have Microsoft Speech Recognizer English: 1 of 1.)

Why not let the installer do its thing? It'll tell you more about itself. It
must be important for some reason, or you'd be able to open the document
