Maybe you disabled tab browsing? Go to Tools - Internet Options and on the General tab press alt+t to open the tab browsing options. Or tab until you find the button and press spacebar. The first check box on the tab browsing dialog is Enable tab browsing. Check it by pressing spacebar and
