OneNote does require skripts. you can get them from onenoteblind.com.
these are made by a blind developer, John Marton. they cause around
$20 CAD if memory serves me correctly. they work with OneNote 2007,
2010, and 2013. only the 32-bit versions are supported at this time.

A program to add notes. The notes can then appear sticky on your desktop.
Good news, Windows 7 has you covered for this! It's called Sticky Notes,
original I know, but at least you don't have to shell out money for OneNote
