no, you can't disable the ribbon in outlook 2016, 2013, 2010, or, any other
Microsoft product,
however, you can use the jaws virtual ribbon feature,
open outlook,
insert+v=adjust jaws quick settings,
type ribbon into the edit field, now you can check the box virtual ribbon
feature,
now tab ok enter,
now the menu's will be more accessible,
note, with the virtual ribbon on, you won't be able to use keyboard
shortcuts,

Hi, I use the virtual ribbon in outlook and it makes a great difference. I'm
not totally sure what version of outlook I have but I have been using the
virtual ribbon since the ribbon menus came out.

Look at the training materials in the JAWS help menu for the so-called
virtual ribbon. I assume, but don't know for a fact, that it works with
Outlook 2016. This virtual ribbon is VFO's attempt to substitute a simpler
form of menu navigation.

I Don't think you can but you can use the shortcut keys from previous versions 
if that helps.
