It isn't necessary.

You can set Windows Restore to create a restore point whenever some change 
is made.  That is totally accessible.  It is not necessary to create a new 
restore every time the computer is started if theree hasn't been any system 
changes.

A few months ago, the city of Atlanta Georgia had its computer system high 
jacked that same way.  The scammers said they would release the cities 
computers for 50 thousand dollars.  Which would have been less expensive 
than having the system restored by legitimate means.  The city didn't pay 
the scammers, however.  They suffered much inconvenience, however.  It makes 
us mere private citizens feel better.  Knowing, this sort of thing can even 
happen to large cities.

I'm familiar with this scam. Unless it's a different variant, what they
actually installed was Team Viewer. This is a legitimate programme made by
Microsoft which is often used in IT or support environments. However, it
allows a person to have remote access and control the host computer. So
theoretically, they could have done a lot of things once Team Viewer was 
up

and running. I would definitely boot into safe mode, and examine startup
items using msconfig or some similar programme to see if Team Viewer or 
any

other unwanted programmes are activating automatically at startup. As for
trashed files, let's hope your friend has a backup. The fake technician
could have just deleted stuff out of spite if the person refused to give 
his
credit card information; they have been known to do this. There's a video 
on
youtube of a guy fooling them by using a virtual machine. It's pretty 
funny,
so long as you yourself werent' scammed, but it illustrates how these 
people

usually operate.

It's hard to believe that people are really taken in by this, but I guess
your friend is a sobering example of how this can happen.

This sounds like the ransom virus software that has been going around for
the past couple of years. The people who are running this evil software take
control of your computer operating system and will not release it until you
have paid a ransom. Often the thieves want you to pay in bitcoin. This is
very hard to overcome. This evil software has hit many industrial computers
including government offices, hospitals and banks. It is a shame that this
sort of thing continues. I think that the only way to defeat it once it is
on your computer is to completely reformat the disk and re load the
software. Backing up  your,  software and data,  offline before the attack
may be the best and, maybe the only, defense. A shame.
