If it's 2.4, the META-INF/jboss-service.xml doesn't apply. Make sure you get
them all in jboss.jcml (there are 4 I think).
What MBean/Service is throwing the exception?

Either HTTP or JMX-HTML adaptor is causing the address in use error.
If you are talking about 3.0 (you didn't specify - tisk, tisk :-) ), those
config files are not in conf. You will need to update the
META-INF/jboss-service.xml in these sars, with the desired ports:
