So it looks like https://issues.apache.org/jira/browse/KAFKA-4423 (drop java 7) 
is a prereq then?

It is currently marked for 2.0 which could be ages away, and the discussion 
seems to suggest other works like java 9 support being bundled with it. Any 
updated plan for 4423 and things that need to go with it?

Newer Jetty versions require Java 8 and that's why we have not upgraded yet.
