Thanks for the tip, but while I do have a few cronjobs, this problem
doesn’t happen on any kind of regular schedule. But I’ll keep my eyes open
and try to correlate it with the cron tasks next time it happens :)

[jupyter] Re: JupyterHub stops accepting connections

I have my JupyterHub server running 24/7 for more than 30 days and never 
have had this issue.
Did you try looking at your crond to see if there aren't any jobs that 
could cause that?
