I see this bug has been associated with the plasma shell, but I think it may
really be an SDDM problem. I found that someone's similar problem had been

I think the real problem in KMail is in the handling of locally stored emails.
Since I installed a local server to fetch POP3 mails from my ISP and serve them
to KMail as IMAP4, the problem has largely gone

It occurs to me that, if KMail is marked as not to be started on login, the
problem with its lost config must be happening during its stopping on logout.
