Does it really matter whose bug it is? If Qt5 isn't a usable platform for doing
such simple things, then KDE 5 either shouldn't have used Qt5, or shouldn't

No, *this* bug here (341959) is resp. *was* a bug in kglobalaccel and it *is*
fixed in 5.16 (i think, please don't nail me on that - check the commit if you
care) and onwards.

I just tested kglobalaccel 5.16 in arch linux and while 'ctrl + !' now works as
a shortcut, neither 'ctrl + "' nor 'ctrl + §' work, so this seems to only be a
partial fix.
