Latest Bootloader is the problem
Updated Steps to Reproduce:
STEPS TO REPRODUCE
1. Install Raspberry Pi OS from August 20th 2020 but don't install any updates
2. Install the 0.97.1 raspberry pi version of gco

After some testing and updating, I think it's the latest bootloader. Need more
evidence.

Going to continue trying to track this down by updating packages incrementally,
my hunch right now is that it's the kernel.
