Well, I have just downloaded neon-user-20230622-0716.iso, created a bootable
flash drive with it, and I can reproduce the bug with gedit and brasero

For anyone suffering from this problem on Arch based distros, simply go to
Plasma settings then select "Startup and Shutdown" then "Background Services",
locate "GNOME/GTK Settings Synchronization Service" and stop it
