This bug persists in Kubuntu 20.04 and Ubuntu 20.04.
Thus, I think the bug might be related to lower-level components (Alsa,
Pulseaudio, I don't know...).

The bug doesn't happen in Windows.

I'm pretty sure it didn't. I remember that, when I had this issue, only
pavucontrol was finally able to "unstuck" the slider. So no, in my case (and
probably also yours) it did not work beforehand.

If I move the slider and then release it, the system should play the popping
sound with the volume correspondent to the volume percentage choosen. It is
useful because it provides a feedback that the change has taken effect.

Regarding the garbled sound issue, I noticed that the popping sound is fired
when the slider "ball" crosses the 100% point (either from the left or the
right). Also, if you drag it very slowly, it reprouces the same garbled effect
that I also reported in another bug (that you fixed):

STEPS TO REPRODUCE
1. Open the audio widget
2. Click a point near the left of the slider (example: 10, 20, 30%)
3. Click a point near the right of the slider (example: 80, 70, 60%)
4. Repeat step 2 and 3 a short amount of times

OBSERVED RESULT
At step 3, the sound volume is lower than at step 2; the converse is also true.
It is usually pretty random; most of the times, the volume doesn't reflect the
latest percentage selected with the click.

I forgot to mention a very important thing: I think the bug happens if you set
a custom icon for the Application menu. If you notice, my icon was a colored
one, and thus not the default one. If I set the default one (Icon > Clear
Icon), the "crash" won't happen.

Now, even though I reverted to the default icon, so that I can resize the panel
the way I want, there are still some errors in Konsole, such as:

plasmashell unresponsive setting large panel height

Of course it is silly to set an extremely large panel, but this surely
shouldn't affect the stability of the system.

STEPS TO REPRODUCE
You can check it with the video I attached.
Increase a lot the height of the panel, using the "height" button. After a
while it won't increase anymore, and Plasmashell becomes totally unresponsive.
It won't let you open other applications too. I set some keyboards shortcuts to
open Dolphin (Meta+D) and Konsole (Meta+T); Dolphin won't open, Konsole will.
I had to reboot the system.
Htop shows a high CPU usage for Plasmashell; KSysGuard too.

plasma-pa infinite volume increase or decrease

Using the keyboard shortcut to increase the volume *in a particular way* makes
the popping sound play indefinitely. Basically, the system won't stop
increasing the volume. You can see this well in the attachment.

HOW TO REPRODUCE THE BUG: Keep pressing Fn, Keep Pressing F3 (in my case) to
increase the volume, and after 2-3 secs, first release Fn, then release F3.

If you open plasma-pa widget to control the volume, you can see the slider
keeps moving right, even though I bring it to the left.
In order to "stop" the bug, I have to hit another random key. Note that this
also happens if I enable the hotkey mode in the BIOS (meaning that pressing F3
alone increases the volume).
Some other (possibly related) information: if I record the bug with
SimpleScreenRecorder, it keeps giving some warning: "Too many audio samples,
dropping samples to keep the audio in sync with the video."

IMPORTANT: This also happens DECREASING the volume (the volume slider would
keep going from right to left if I drag it).

Some changes in Notifications > Application Settings do not take effect.

I described below the steps needed to reproduce the issue.

I wanted to add a login/logout sound, thus I went to:
System Settings > Notifications > [Configure] > Plasma Workspace > [Configure
Events].

In "Login" I selected "Play a sound", and provided the following file:
/usr/share/sounds/mysound.wav
I also selected "Log to a file", and provided the following path:
/home/steddy/Desktop/login.txt

I did the same for "Logout". I selected "Play a sound", and provided the same
path as before:
/usr/share/sounds/mysound.wav
Also I selected "Log to a file", with the following path:
/home/steddy/Desktop/logout.txt

Now, these changes only work at logout; i.e. the sound plays and the following
information is written into logout.txt:
- KNotify Mon M08 5 17:54:12 2019: Logout

But at the login no sound is played, and no information is written in
login.txt.

I found a similar issue here, but the proposed solution doesn't work for me:

The settings I changed are saved into the .config/plasma_workspace.notifyrc
file.

Audio:
phonon-qt5-gstreamer 4.9.1-1
Switching to phonon-qt5-vlc doesn't help.

I am able to change the System Sounds with pavucontrol only.

ADDITIONAL INFORMATION
If you turn up the volume with the keyboard, there is the usual the popping
sound. If you listen carefully, it has a subtle white noise transient at the
beginning. I believe that the weird noise that is produced when dragging the
slider is because the system reproduces the popping sound an abnormal amount of
times in a short time frame. Perhaps, this could be solved by lowering the
amount of times that the popping sound is emitted; or by removing the white
noise transient.
