So, it's possible that there's a regression in global menu that causes both issues. The interesting thing is that when I first removed and added the applet, the menu started working briefly. But it stopped working again and now removing/adding or even reinstallation doesn't help at all. I had the idea (from the github's text: https://github.com/kotelnik/plasma-applet-active-window-control ) that it was becoming part of KDE, but you're probably right about it! Anyway, in my TW, the menu does not show! maybe there's a problem with my system... It needs to be compiled to have all functions. When you use the version from the Tumbleweed repo, all should work fine.
