Same issue confirmed on my multi monitor setup.

I'm using 3840 x 2160 (150%) [LEFT] and 3440x1440 (100%) [RIGHT]

Is this reproducible by a dev yet? It seems pretty straightforward to me? Use
the right monitor as primary, most applications will start on the left screen
and window positions and sizes will not be remembered on the Primary screen.

Also, this is not a phenomenon which happened with the last update (which added
the feature of remembering those settings), but has always been the case,
people just now expected it to work.

This is by far the biggest and most annoying issue I have with KDE.

Okay.  Probably doesn't matter, but I have two taskbars.  One on each screen
showing only the applications that are on that screen.  

Also, the add attachment feature I think would make the picture unreadable if I
tried to scale it down that much, so I used an external link.  Never done this
before, so hopefully okay. =)
