I see in the log that the ImageMagick metadata reader is being used extremely
often. So you must have images where Exiv2 fails. I'm pretty sure ImageMagick

Note that valid label in one filesystem might not be a valid label in another
(i.e. some file systems limit the allowed charaters), so it's not just saving
the old label and restoring it.
