The latest updates released on 14th October have not fixed this problem.
If you create an Activity, it will work until you log out or reboot. You are
then greeted with the black screen with pointer once you have logged in

Think I have found the problem. If I use the Activity Bar instead of the
Activity Pager widget, the problem does not occur.
Checking the file system reveals in
"/usr/share/plasma/org.kde.plasma.activitypager" the subfolde

I raised a bug report at https://bugs.kde.org/show_bug.cgi?id=370630 for the
same issue.
While there is no current fix, using the Activity Bar widget instead works,
allowing normal activity operations.

As far as how many activities and what state they're in, if you have no
activities, then simply creating a new one that does nothing is enough to crash
the display.

While this bug only affects users who have setup activities, and therefore
newbies won't see it, it highlights the risk in using rolling distros. Much

Disabling translucency initially stopped the persistent dialogue box only once,
then the problem re-appeared, however windows were still translucent when moved

The settings I have are:
Set menu translucency independently: Not checked
Inactive windows: 100% Opaque
Moving windows: 60% Opaque
Dialogs: 90% Opaque
Combobox popups: 90% Opaque
Menus: 100% Opaque
