No, not every application behaves like that. When there is a horizontal
scrollbar, it should reach also the end of the row without cutting the row.

You are right, it is possible to find a size for the two modes where everything
is shown in three pane mode and no scrollbar is shown in two pane mode. It just
takes some time

after dragging the left pane a little wider the scrollbar finally appears
