I had the same issue when I wanted to upgrade to newer kernel. So I
first added ppa:canonical-kernel-team/ppa, upgrade my kernel and then
installed the new tools and cloud tools. Then got the issue.
I solved it by removing the ppa. This allowed me to remove the newer
tools and cloud tools, then

The reason that I filed this as a bug is because I have a config that
works perfectly on 2.6 kernels that I cannot get working on 3.13 or 4.1
kernels.
I figure there are two possible reasons:

The following critical bugfix has been accepted into the upstream
kernel. It is needed for 15.10, 15.02, 14.10, 14.04 and 14.04 HWE (and,
by extension, 12.04 and 12.04 HWE). We have seen IHV drivers in the
field throw errors and time out due to receiving SRB flags set when no

This issue does not manifest the same for all i7 processors.
