I have the same issue on a Dell XPS-13-9343, with exactly the same

Upgraded to Kernel 4.4.0-108-generic today (1/9/18) on my Dell XPX-13
(model 9360). Reboot and shutdown fail with a kernel panic and I have to
long press the power button in order to reboot. Suspend also fails. I
will attempt to report this bug with the "ubuntu-bug linux"
I add 'acpi_osi=! acpi_osi="Windows 2009"' to kernel parameter for a
workaround, that works.
