Issue found on X 4.15.0-1054.58 Oracle.
The rtnetlink.sh failed with:
selftests: rtnetlink.sh
PASS: policy routing
PASS: route get
PASS: preferred_lft addresses have expired
PASS: tc htb hierarchy
PASS: gre tunnel endpoint
it's the default option to install next to windows, if it's installed on
the system.. but here's one tutorial

and yes, you need to install the kernel packages with 'sudo dpkg -i ...'
after you've installed Ubuntu
