Hi Seth, for 16.04 "apt install" works on local *.deb files, invoking dpkg ion the process. I have previously installed dozens of packages from debs via dpkg -i, and from what I've seen there's no difference between that and apt install on 16.04. I also confirmed that 4.7 was installed via uname

I've never used apt to directly install debs so I don't know whether that works, I use 'dpkg -i /path/to/debs'. You can check the kernel version you're running using 'uname -a'. There's no problem installing older kernels, and that would be another good thing to test. Here are links for the most

The next thing would be to test the latest upstream kernel with the newest (-17) firmware. If that fixes the problem we can try to find the fix and backport it to xenial, otherwise we know there's a firmware regression that should be reported to Intel. Please install the kernel from the link

Sorry, actually it was iwlwifi-3160-15.ucode and then iwlwifi-3160-14.ucode that I tried which both worked better than the default (since it's the highest revision) which is iwlwifi-3160-16.ucode. @Seth - I tested that package, confirmed that version 17 got loaded, and initially it seemed to work

You said that you removed iwlwifi-3160-16.ucode to force iwlwifi-3160-16.ucode to be loaded, which is the same version. I assume you meant iwlwifi-3160-13.ucode? At any rate, there's a -17 version available now so I'd like to start out by testing that. Please install the linux-firmware deb below,
