I commented out sata_highbank from /etc/initramfs-tools/modules and was
able to boot both proposed kernels. I also saw messages from
sata_highbank in dmesg. This was on a xenial system, but I hope that's
enough testing to verify this particular change.

Since the issue happens in the initramfs, I don't believe I can run
apport-collect. I've also long since worked around the issue by
including sata_highbank in the initramfs. However, the issue is that the
initramfs eventually drops into an emergency shell since it can't find
the root filesystem.
