After investigation, I found that with 4.8 kernel, when the PHY is enabled, the
link status is read from PHY.
However, there are bug in current codes in both Marvell 88E1512 PHY and
xgene-mdio drivers, the link status is wrongly read.
The issue can be resolved when applying two below patches:

I just found a solution. I was running Ubuntu on my Nvidia Graphics
card. I tried switching back to the Build-in Intel Graphics with the
Nvidia Control Center and ran dpkg --configure -a
This time things did work. The kernel configuration didn't hang anymore
and everything is working fine again.

hello, have exact same problem. Upgraded to 16.10 from a working 16.04
and now when 16.10 boots up I'm I cant login because the mouse and
keyboard do not work. It connects to WiFi without issues.

My computer just froze with this kernel. This issue is _not_ fixed in
this kernel.
As you can see I run a Dell XPS-13 with the Intel network card if that
information helps..? Like others say it freezes randomly or on heavy
load for a longer period of
