I just updated to Lubuntu 17.10 and experienced this issue. I have a Qualcomm Atheros QCA9377 card, and kernel version 4.13.0-16-generic had this same issue. I reverted back to 4.10.0-38-generic and the problem went away. I'm waiting for the next kernel release to see if that solves the problem.
