As suggested in #3 above, this solution may work:
The clean solution to this issue is to install libjack-jackd2-dev
*before* installing portaudio19-dev.
I have a note on this, available on request.

I run in similar issue after upgrading from 14.04 to 16.04 as well to
18.04 again.
Previously solution was to upgrade the firmware:
