Just to update on this. The same seems for HP Spectre x360 - 15, with
nvidia-driver-418 running on Ubuntu 18.04:
- HDMI does not work with Intel card selected using prime select. But suspend,
restore seems working with acpi_osi=`Windows 2009` in grub.
- HDMI does not work also with NVIDIA drivers
I thought of that and don't think it's similar.
The problem here sounds like nouveau is using some rather dynamic
dithering ("dynamic 2x2"??) and it would look better if more static.
Even if that means more banding.
So nouveau seems to correctly know it should use dithering. The only
remaining qu

1. Memory is overcommited. It doesn't have to be heavily overcommitted.

Sometimes when suspending, the suspend process fails, and the machine
becomes unresponsive to any input, has nothing but a black/off display,
and fans kick in and run high (which is actually 'good' for detecting
the issue has happened).
