Yes I can get it to boot into active mode thanks to Doug, but after
several minutes the cpu drops to 798-800mhz and won't increase no matter

The Landlock security feature is built in Ubuntu kernel since 5.13 which
is great! However, it is not enough to enable the
CONFIG_SECURITY_LANDLOCK option as described in the related help. The
CONFIG_LSM option needs to be prepended by "landlock," to make Landlock

Confirmed - this bug impacts the 21.10 installer of Ubuntu Budgie and
appears like it is an upstream issue as well given I found this. This
bug does not impact 20.04 installers. (could not find 21.04 installer,
so not tested)
Also I know initially I did not have this issue before I repartitioned
I still have no Wi-Fi nor Bluetooth with 5.13.0-22 on an XPS.
5.13.0-20 works OK.
Enable/disabling via BIOS, poweroff, power cycling, etc do not fix
5.13.0-22.
