Christopher, as far I can tell, I see this slow copy transfer rates
since Raring at least, but I didn't know then why was the cause for
that. Now it seems the bad detection of USB 2.0. But this could be
failing since 2007 if you read the comments of bug

  1.0 instead of USB 2.0 in dmesg (check_highspeed is indeed bogus).
  Copy 20 GB takes days, instead of hours for this issue. The issue is
  mainly to copy or move files to a USB external storage device from the
  laptop or desktop.

when it stops to work I have to unplug the device and plug it in again.
However there are still kernel messages. Maybe s it is useful if we can
know what means the hid-generic status codes (-71) or a more detailed
message explaining why can't reset the device or because it needs reset
the device.

to test with kernel mainline v3.13-rc1-trusty but I cannot because I am
affected by the bug https://bugs.launchpad.net/ubuntu/+source/fglrx-
installer/+bug/1254424 in fglrx.

Copy 20 GB takes days, instead of hours for this issue. Thats
unacceptable for backups in a company or the medium user with multimedia
files. Please Ubuntu or Linux Team, contact with upstream, assign devs
and raise with more priority with this bug. Perfomance is a must in
GNU/Linux.

  slow USB 2.0 drive: it's mounted as USB 1.0, not USB 2.0!

Bug description:
  
  In gutsy 7.10 dist-upgraded to the max:

  Ubuntu 64-bit sometimes does not mount USB 2.0 devices as 2.0.

  1) plugin in the USB drive
  2) mount it if not automounted (sometimes it doesn't)
  3) right-click, properties in nautilus, go to drive tab, see speed 12 Mbps
  4) umount it, unplug it
  5) sudo rmmod ehci_hcd
  6) plugin the USB drive
  7) sudo modprobe ehci_hcd
  8) mount it if not automounted
  9) right-click, properties in nautilus, go to drive tab, see speed 480 Mbps

  Something is horribly wrong at recognizing the proper USB speed mode
  of external drives.

  From /var/log/messages: note how the first time the drive is mounted properly 
as high speed, the second time as slow, then as high speed again with the trick 
of modprobe'ing the ehci_hcd driver.
  Somehow, the second time the driver sees the same USB hard drive, it fails to 
recognize it as USB 2.0.
  (when I modprobe the driver, the USB mouse and keyboard are also recognized, 
don't be confused by these).

This report was filled using ubuntu-bug linux command. The issue is

  bug in reference to

  Extracted issue from comments of #177235:
  Confirmed issue with slow transfer rates (1.5 MB/s) for 3 different 
external USB 2.0 hardisk (toshiba 1 TB, SAMSUNG 512 GB, Hitachi 1 TB) with 
3.12.0-4-generic from trusty. It is mainly a bad detection as USB 1.0 instead 
of USB 2.0 in dmesg (check_highspeed is indeed bogus). I try to test with 
kernel mainline v3.13-rc1-trusty but I cannot because I am affected by the bug 
https://bugs.launchpad.net/ubuntu/+source/fglrx-installer/+bug/1254424 in fglrx.

  Copy 20 GB takes days, instead of hours for this issue. Thats
  unacceptable for backups in a company or the medium user with
  multimedia files. Please Ubuntu or Linux Team, contact with upstream,
  assign devs and raise with more priority with this bug. Perfomance is
  a must in GNU/Linux.

  This report was filled using ubuntu-bug linux command. The issue is
  mainly to copy or move files to a USB external storage device from the
  laptop or desktop. There are plenty similar reports about this issue,
  but I filled this for recommentation and because the devs can obtain
  some debug information about the devices.

  In gutsy 7.10 dist-upgraded to the max:

  Ubuntu 64-bit sometimes does not mount USB 2.0 devices as 2.0.

  1) plugin in the USB drive
  2) mount it if not automounted (sometimes it doesn't)
  3) right-click, properties in nautilus, go to drive tab, see speed 12 Mbps
  4) umount it, unplug it
  5) sudo rmmod ehci_hcd
  6) plugin the USB drive
  7) sudo modprobe ehci_hcd
  8) mount it if not automounted
  9) right-click, properties in nautilus, go to drive tab, see speed 480 Mbps

  Something is horribly wrong at recognizing the proper USB speed mode
  of external drives.

  From /var/log/messages: note how the first time the drive is mounted properly 
as high speed, the second time as slow, then as high speed again with the trick 
of modprobe'ing the ehci_hcd driver.
  Somehow, the second time the driver sees the same USB hard drive, it fails to 
recognize it as USB 2.0.
  (when I modprobe the driver, the USB mouse and keyboard are also recognized, 
don't be confused by these).

 When testing the mainline kernel, it's best to uninstall proprietary drivers 
 first before booting into the mainline kernel, as that is 
 the environment where the vast majority of upstream developers test in. 

I commonly use mesa, but for some develoments I need some features in
fglrx. But I switch back for test the kernel mainline with:

sudo apt-get purge xorg-driver-fglrx fglrx-*
sudo apt-get install --reinstall libgl1-mesa-glx libgl1-mesa-dri
sudo dpkg-reconfigure xserver-xorg
sudo apt-get install --reinstall xserver-xorg-core

So, rebooting with v3.13-rc1-trusty the issue is still present.

Testing with Linux 3.11.0-1-generic (really v3.11-rc5-saucy) I get a
massive failure of hardware support.

USB keyboard and USB mouse keyboard are not detected. No ethernet
wireless or cable devices detected. I even have to launch onboard
application (assistive keyboard on screen) for try to fill this bug.

I test too with 3.8.0-13 generic that it doesn't have this massive
failure harware support, and I still get the same errors in dmesg.

Hi again penalvch,

I finally figure out how to update the BIOS from a USB stick without
using Windows. With v1.15 version still shows the same errors like hid-
generic 0003:046D:C315.0003: can't reset device,
:00:1d.0-1.2.4/input0, status -71:

I gonna try to update (since I don't have windows partition I don't know
if I can update the BIOS software from a GNU/Linux system).

I will post my results later in this bug (if I don't broke my laptop in
