Effects Macbook Intel too, several people reporting similar issues on
Reddit etc. nouveau_modeset argument helps device being able to sleep
(power light slowly cycling etc) but that time it doesn't wake up the
screen. Using nvidia drivers is not a possibility since they aren't
working on old hardware/nvidia chip. (it is a separate bug)

Bug description:
  Whenever Ubuntu gets into suspend state, I cannot wake it up. 
  -Keystrokes start the fans but screen does not turn on and Ubuntu still seems 
to be suspended because in my teamviewer account the computer is still offline.
  -Power button clicks do not help
  -I always have to turn off computer by holding power button and then turn it 
on again.

  The only kernel that works is the following: "linux-
  image-5.0.0-1070-oem-osp1". But with this old kernel I run into
  different problems.

  I have the latest BIOS version from Dell (released 2020-11-27) and the
  latest updates in Ubuntu 20.04.

  I will post logs during suspend and important logs (found in Logs gui
  tool)

1) I removed the USB external disk while booting 5.4-rc5 it didn't
change anything.

2) There is nothing to get debug logs, even the ethernet chip isn't
powered on at the stage where system freezes. No output on screen
either. As I said before, keyboard doesn't work either.

Right now I am keeping the 5.4.rc5 installed, if anything more needed
don't hesitate to contact.

I have installed the recommended mainline kernel, removed all third
party modules too. I changed the arguments as suggested. It doesn't
boot, just a blank screen not even a cursor.

Apologies since it is impossible. Just tried following the instructions
on the referenced page. I just get a blank screen with no visible sign
of anything happening. Caps lock led doesn't function either so I
believe keyboard isn't functioning at all.

  Release: 19.10

  2) The version of the package you are using, via 'apt-cache policy
  pkgname' or by checking in Software Center

  3) What you expected to happen

  Boot

  4) What happened instead

  Freezes (see below for workaround), no visible sign of interaction
  possible. Caps lock "led" doesn't work indicating keyboard isn't
  working. Just a white cursor (non blinking) on screen, CPU doesn't
  seem to do anything since fan stops after a while.

  This is more likely a Linux "bug". Unless you pass acpi_osi= argument
  to Linux kernel, it won't boot, appear and behave frozen with a (non
  blinking) cursor on top left. There is no further information given to
  user further complicating things.

  Previously on 4.x kernels, system would boot using acpi=off argument
  creating more problems on this particular laptop model (HP Pavilion

I tried once more with no dkms modules. It gets stuck in "loading
ramdisk". Nothing happens and doesn't respond.

I just tested, without acpi_osi=  , it freezes. I'd love to provide more
details but as I said, it is just a blank screen with cursor, external
HDD light is off, caps lock doesn't seem to work.
