9i confirm that that kernel works.
it also made the asus function keys work and the airplane mode.
(OFF TOPIC: Just as an alert the firmware version needed for my wireless
wasn't in my 16.04, i download from the kernel firmware repository and
is working fine)

I got the same issue with Asus UX310UQ, Ubuntu 16.04 4.8.0-46-generic
It's dual boot laptop and on Win10 everything is ok with battery status.
Build in laptop diods indicates that it plugged in and fully charged.

It is a new laptop with a fresh install, so I never had the chance to
test it with an older kernel version.
I did as you suggested test with the lastest 4.2 upstream kernel,
unfortunately without success:
