This has been reported by three people in the bug, so I doubt it's
a user error this time.
With latest upstream kernel, linux-image-3.13.0-031300rc7, the system

Public bug reported:
My laptop touchpad stopped working after a kernel upgrade 2 days ago, it
worked correctly before that. I didn't find any shortcut to
enable/disable it, and since it's a chromebook, it doesn't have a BIOS.
Also, the touchpad works when I boot on ChromeOS. My mouse still works.
@Kyle Fazzari - it turns out that my laptop has an Alps touchpad rather
than a Cypress one, so the fix would have no effect for me anyway..
Searching for the error message had brought me here, so I presumed it
was the same issue. I've opened up a separate bug for the Alps touchpad
(see #1258837).
