I've got the same problem with my Lenovo ThinkPad Edge E320 laptop. Wireless
key (F9) does nothing unless WiFi card and Bluetooth is enabled under the
Windows 7. When WiFi and Bluetooth are enabled then F9 changes state of WiFi
card but doesn't affect Bluetooth card. The problem occurs on
I installed Kernel/LTS Enablement Stack on Ubuntu 14.04 and it is
working on kernel 3.16.0-36 on Ubuntu 14.04. Is it necessary to bisect
between kernel 3.13 to 3.16?

PCC (Platform Communication Channel) is a recent ACPI 5.0 addition. The
driver does not find a PCC communications mailbox and just exits with
that error message. It is not something to worry about, most machines
don't have an ACPI PCCT table and they don't use this mechanism.
